National Court Administration and Ministry of Gender Equality and Family to begin virtual witness examination for child and youth victims under age 16 at eight Sunflower Centers

 

The National Court Administration (Minister: KIM Sang-hwan) and the Ministry of Gender Equality and Family (Minister: CHUNG Young-ai) announced to begin Pilot Virtual Witness Examination for Victims of Sexual Violence to protect child and youth victims of sexual violence from Monday, 11 April 2022 at eight Sunflower Centers in seven locations across the country.
The two institutions organized virtual witness examination provided through Sunflower Center to enable witness examination for young victims of sexual violence in genial environment at Sunflower Center, which is expected to minimize secondary sufferings by making in-person attendance to the courtroom.
Upon implementation of the virtual witness testimony, young victims under age 16 no longer need to be present in the courtroom to testify as witnesses; instead, they can use video conference system at Sunflower Center, which is an independent organization separated from the court and defendant.
As child and youth victims use video conference system at Sunflower Center to attend as witnesses, the young victims can give testimony in a much stable condition with reduced pressure, while ensuring the right to cross examination on the testimonies of the defendant and victim.
The National Court Administration and Ministry of Gender Equality and Family will carry out pilot virtual witness examinations for one month and analyze the regional statuses of child and youth sexual violence, the number of requests submitted for virtual witness examinations, and the problems identified during the virtual procedure. Detailed guidelines with supplementary measures will be distributed based on the analysis and virtual witness examinations will be available at all Sunflower Centers nationwide in May.
