Appointed as the first Chief Justice of the Republic of Korea, former Chief Justice KIM Byung-ro established the foundation of the Korean Judiciary and drafted basic laws including the Civil Code, the Criminal Code, and the Code of Criminal Procedure as a chairman of the Korean Code Compilation Committee. He is referred as ‘a teacher of law professionals’ and ‘the foundation of the Judiciary.’
