The Honorable Justice CHA Han-sung was born on November 26, 1954 in Daegu. He graduated from the Seoul National University College of Law in 1977, and, after passing the 17th National Judicial Examination in 1975, he began his judgeship at the Seoul Civil District Court in October 1980.

Justice CHA has served as a judge at the Seoul Criminal District Court, Daegu District Court, Seoul High Court, and National Judical Administration. He also has served as the Senior Presiding Judge of the Seoul Central District Court Chambers of Bankruptcy, as the Chief Judge of the Chungju District Court, and as the Vice Minister of the National Court Administration. He was appointed as a Supreme Court Justice in March 2008 and, since October 10, 2011, has been serving concurrently as the Minister of NCA.

Throughout his career, Justice CHA has demonstrated a keen mind for legal analysis and extraordinary initiative in handling various judicial and administrative tasks. During his tenure as the Senior Presiding Judge in the Chambers of Bankruptcy of Seoul Central District Court, he devoted himself to the successful completion of credit rehabilitation system reform, and, as the Vice Minister of the National Court Administration, he accomplished several pending judicial goals, including the amendment of the Criminal Procedural Act and the implementation of the Citizen Participation in Criminal Trials system (which introduced the jury system to Korean courts).

Justice CHA has authored several legal theses and commentaries including Theory of Piercing the Corporate Veil (2002), Corruption and Illegal Acts by Public Servants and Their Restitution Responsibilities (1995) and Right to Claim Requirements in Real Estate Arbitrage Cases (1989).
