The Honorable Justice CHO Jae Youn was born in Donghae, Gangwon-do on June 1, 1956. Justice Cho earned his LL.B. from Sungkyunkwan University in 1980 and passed the 22nd National Judicial Examination in the same year. He was appointed as a Justice in July 2017.

Upon completion of the training program at the Judicial Research and Training Institute, Justice Cho was called to bench in 1982 and began his judgeship at Seoul Civil District Court. As a career judge, he served at Seoul Criminal District Court, Gangneung Branch Court of Chuncheon District Court, Eastern Branch Court of Seoul District Court and Seoul Family Court until 1993 when he resigned and began his legal career as an attorney.

Throughout his 11 years of judgeship and 24 years of attorney practices, Justice Cho managed various legal affairs as a legal professional and gained extensive experiences and competence. As a legal practitioner with impartial perspectives, he contributed to defend the constitutional values in the Korean society by protecting and improving the human rights of the socially vulnerable and minority groups, establishing the democratic order of market economy, etc.

In addition to his career as a judge and an attorney, Justice Cho has actively engaged in a range of fields by serving as a member of the Adhesion Contract Review Committee of the Fair Trade Commission, member of the Government Public Ethics Committee, commissioner of the Regulations Review Commission of the Korea Communications Standards Commission, investigation policy advisor to the National Police Agency, arbitration commissioner and auditor of the Press Arbitration Commission, member of the Audience Rights Protection Commission of the Korea Communications Commission, and advisor to the Financial Supervisory Service. Whilst making such extensive contributions in the society, he was appointed as Justice on July, 2017.

Justice Cho authored a number of research publications including <The Current Status and Issues of the Inflation in Korea>, <Study on the Deflation in Tax Law>, <Enforcement Judgments on Foreign Mediation Decisions> and <Summary and Several Problems of the Family Litigation Act>.
