The Chief Justice announced the current situation on and future plans for the improvement of a system of judicial administration.


¡á On July 5, 2019, the Chief Justice presented the plans for improving a judicial administration system including the establishment of the ‘Advisory Council on Judicial Administration’ through the Chief Justice’s message.

¡á Establishment of the ‘Advisory Council on Judicial Administration’ through the enactment of the Supreme Court Regulations
- In order to decentralize judicial administrative power which was concentrated on the Chief Justice and the National Court Administration, the ‘Advisory Council on Judicial Administration’ which advises the Chief Justice on the affairs of judicial administration will be established.
- The ‘Advisory Council on Judicial Administration’ newly created by the enactment of the Supreme Court Regulations is a permanent advisory body which is chaired and presided over by the Chief Justice.
- Under the council, various subcommittees including the ‘personnel subcommittee for judges’ which deals with the appointment and assignment of judges will be created.
- The Chief Justice announced that he will respect the opinion of the council as much as possible in his decision making process on judicial administration.
- The ‘Advisory Council on Judicial Administration’ will be launched in September or October after the enactment of the Supreme Court Regulations in August going through preannouncement of legislation.

¡á An Increase in the number of non-judges working at the National Court Administration(NCA)
- Last September, the Chief Justice promised to reduce the number of judges working at the NCA by expressing that ‘the NCA will be abolished and the Court Secretariat will be established, and no judge will work on a permanent basis at a newly created Court Secretariat.’  The Chief Justice already reduced one third of judges working on a permanent basis at the NCA through the regular reshuffle of judges.
- Even though the amendments of law for the abolition of the NCA and the establishment of the Court Secretariat have been pending, the Chief Justice will push ahead the reduction of judges and the increase of non-judges at the NCA even before the law amendments.
- By reducing the number of judges who work on a permanent basis at the NCA through the recruitment of non-judge professionals on judicial administration in the regular reshuffle next year, and by transferring the affairs and duties of the NCA to other bodies, the judiciary will proceed the reduction of judges at the NCA continuously and in stages.

¡á Future plans
- The judiciary will make every endeavor to hold a ‘good trial’, which is the intrinsic mission of the judiciary and to restore judicial administration to the original place of judicial support.
- The judiciary makes a request for cooperation of the National Assembly’s relevant ministries with respect to various issues including the proposals to amend the Court Organization Act, which is pending in the National Assembly.
