[1] Whether service of documents pursuant to the lawful method under Article 217, subparagraph 2 of the Civil Procedure Act is accomplished, if the country where the judgment is rendered as the location of a court does not follow the method and procedure which provide the defendant with an opportunity for defense (negative) [2] The case holding that the service of a writ of summons which allows the response period of ""20 days"" instead of ""60 days"" as stipulated under the service provisions of Section 4.28.180 of the Revised Code of Washington and Section 4 of Superior Court Civil Rules to the defendant who has the address outside of the State of Washington cannot be viewed as service by a lawful method
