Where five MSOs (multiple-system operators, including the Plaintiff) agreed to impose disadvantages, such as the reduction of broadcasting channels, against PPs (Program Providers) that concluded program supply contracts with IPTV operators, and thereafter, the Korea Fair Trade Commission issued a correction order and penalty surcharge on grounds of unfair collaborative acts as prescribed under Article 19(1)9 of the Monopoly Regulation and Fair Trade Act, the case holding that the aforementioned agreement indirectly interferes with IPTV operators’ paid broadcast services, which in turn limits or is likely to limit competition in the paid broadcasting services market
