In cases where a subdivision, etc. of an industrial trade union constitutes an unincorporated association functioning as an independent trade union or as an independent labor organization similar to a trade union, whether the subdivision, etc. may convert into a company-level trade union by means of a resolution on a structural change as set forth under Article 16(1)8 and (2) of the Trade Union and Labor Relations Adjustment Act (affirmative)
