Where an employer does not pay a retirement allowance until the extended payment date after reaching an agreement delaying the payment deadline with his or her employee within 14 days from the date when a ground for the payment occurs in accordance with the proviso of Article 9 of the same Act, whether such act corresponds to a violation of Article 9 of the same Act (affirmative)
