- The Commission shall have 15 or less part-time expert counsels to efficiently support the tasks and conduct the professional survey and study tasks. The expert counsels shall be commissioned by the Chairperson among judges, prosecutors, attorneys, professors or other experts with professional knowledge on the sentencing, with one of the judges designated as the senior expert counsel.
- The expert counsels take charge of study and reporting tasks for the items to be deliberated in the Commission and other items requested by the Commission, with the senior expert counsel overseeing the expert counsels' tasks. The Commission may have the expert counsels present in the meetings to listen to their opinions or to have them to explain.
